- NOTE: 12 – 17 can obtain a Minor P.A.L. License. This license allows the licensee to be in the possession of a firearm for designated purpose(s), ammunition, and to purchase ammunition (they can not purchase firearms). Minor Licenses convert to a regular P.A.L. upon license renewal o, or before, their 18th birthday.
