- 12-17 years can take the course and obtain a Minors P.A.L. License. This license allows the licensee to be in the possession of a firearm (for designated purpose(s), ammunition, and to purchase ammunition (they can not purchase a firearm). Minor Licenses convert to a regular P.A.L. upon license renewal on, or before, their 18th birthday.
