NOTE: 12-17 years can obtain a Minor PAL License. This license allows the licensee to be in the possession of a non-restricted  firearm, ammunition, and to purchase ammunition (they can not purchase a firearm). Minor Licenses convert to a regular PAL upon renewal on their 18th birthday
